Conscripted as a young man into military service on his homeworld of Yor--a world run by a dictatorship that refused Realm alliance, though within Realm space--Regdon Terek served with distinction and proved himself a natural leader, but secretly held sympathies for the growing resistance movement that sought membership in the Realm Empire and the removal of their harsh leader. On a mission to one of Yor's outer moons, Regdon discovered a crashed ship with a dying alien of an unknown race inside. The alien, before expiring, bestowed upon him great powers of strength, flight, and a cosmic energy field that made him nearly impervious to harm, able to survice in space, and to project blasts. Regdon kept this to himself until a day when his unit was ordered to massacre a rebel stronghold, and he made the choice to stand with the opposing force and defend them. Going underground and into the growing movement, he used his powers to become the Blue Victor (blue being the color of the opposition movement's banned flag). He became a rallying figure, and struck many victories against the dictatorship, eventually leading the final battle to overthrow the emperor and place the resistance leader into power. The new leader's first act was requesting Realm membership for their now-free world.

Moved his heroic tale (and seeing him as a public relations dream for the Realm), the Realmsovereign offered Blue Victor the first place on his new Realmwatch team and made him team leader. Eventually, the Victor's rash and undiplomatic decisions got him on the Sovereign's bad side, and he was replaced as leader by Galaxia. The two generally work in concert in making decisions for the team, but there is underlying resentment from the proud Victor.

Blue Victor is stoic, unwavering, serious and no-nonsense, having little patience for pleasantries or personal relationships. He believes in the Realm with all his heart, and will die to defend it and its ideals. On his own homeworld, he is seen as either an icon or a traitor, depending on which side of the war a Yorian was on.
