Mean Streak

A professional criminal, Jerry Skall was fleeing police with a carload of stolen experimental chemicals when he crashed, spilling the chemicals all over himself. Jumping out of the car to flee on foot, he suddenly found himself two cities over. The chemical wash had changed him, and his body tapped into the Speed Force, the force that gives all of Earth's speedsters their abilities. Now able to run and do pretty much everything else at incredible speeds, Jerry continued his criminal career as the new super-villain Mean Streak. Mean Streak fought Forte's speedster, Vortex, to a standstill during their first meeting, and mysteriously told him, before fleeing, that there was a war coming within the brotherhood of speed, and that Vortex had better think hard about which side he's on. Mean Streak is sometimes sadistic, sometimes a prankster, and sometimes shows loyalty to the people he's working with...if it doesn't cause him too much trouble. He's very overconfident and lets greed dictate his actions.
