Sanction

Wearing a suit of high-tech armor that makes him stronger, allows him to fly via jet-pack and fire powerful energy blasts, the mysterious assassin known as Sanction had been making a name for himself all over Europe before showing up in Seattle, where, among other things, he attempted to kill a new hero named Seahawk, along with Lucy Toy, who had yet to become the Forte heroine Tinker. He nearly succeeded on both counts, and the pair narrowly survived (and met for the first time because of this). The wounded and damaged killer-for-hire fled, and it was later discovered that he was responsible for the murder of Lucy's friend Jaswant, which she had been investigating when he came after her. The new Forte team assumed he had been hired by Nicholas Ares, but were never able to prove it. Sanction is still active internationally, and on SHIELD's most-wanted list. Forte hopes he returns to Seattle, so that they can have another shot at him and make him answer for his crimes.
